MEMORANDUM IN SUPPORT
Unshackle Upstate, a non-partisan, pro-taxpayer, pro-economic growth, education and advocacy coalition made up of business and trade organizations from all parts of Upstate New York supports this legislation.
This bill would improve the process for evaluating the potential impact of a proposed rule on jobs and employment opportunities. The current process to does not provide sufficient information on the quality of jobs that can be gained or lost by the implementation of a rule and does not guarantee that the most appropriate data and methodologies are used.
In our recent Upstate Business Climate Survey, Upstate employers cited the state’s regulatory burden as one of their top challenges. New rules and regulations, however well intended, often have a negative impact on jobs and the climate for businesses in New York State.
This legislation would improve the process for determining the potential impact a new rule or regulation would have on current and future employment in the state. Improving this process will allow policies makers to make more informed decisions about how rules and regulations impact the state economy. Given New York’s reputation as a challenging state for businesses, it is our hope that better data will result in decisions that are more favorable to the state’s economic future.
Unshackle Upstate has consistently advocated for policies that will make New York a better place to do business. If enacted, this legislation would help policy makers better understand the impact rules and regulations have on our economy.
