“While the Phase 2 re-opening of 5 Upstate regions is a positive step, employers need more clarity and certainty from Albany as they begin the difficult task of reviving their businesses. We strongly encourage the administration to develop and distribute thorough guidance for Phase 3 and Phase 4 as soon as possible. With 2 million New Yorkers out of work and tens of thousands of businesses surviving on temporary relief, our leaders must avoid adding unnecessary obstacles to future re-opening phases. Effectively communicating the reopening guidelines is critical to keeping businesses viable and ensuring the re-opening process is safe.”
