Citizens Budget Commission Report on Cap-and-Invest is Spot-On

A statement from Justin Wilcox, Executive Director of Upstate United.
“While we understand the need to reduce emissions and incentivize those reductions, we strongly agree with the data-driven Citizens Budget Commission (CBC) that a revised approach to New York State’s Cap-and-Invest (NYCI) plan is necessary. Since the early drafts of the NYCI were made public, our organization has highlighted issues that we believe to be problematic, including a possible $12 billion a year price tag by 2030, the lack of information relating to such burdensome cost, and not enough consideration for the impact final plan will have on New York State jobs and the economy.
“When it comes to implementing a sweeping policy like that outlined by the NYCI draft plan, New York leaders and proper stakeholders must take proper steps to balance such ambitious goals with affordability and impact on those left footing the bill.”
