Upstate United: New Yorkers Need to Know How Much the CLCPA Costs

“The Department of Public Service’s failure to produce a second annual report containing a cost analysis of the Climate Leadership and Community Protection Act (CLCPA) as required by order of the Public Service Commission continues to be a glaring red flag. There were no estimates of how much the state’s most expensive and largest energy transition would cost ratepayers when it was hastily passed in 2019. Since then, we have only seen one report in July 2023 that showed multiple double-digit rate increases correlating to the first stages of the CLCPA’s implementation. Ratepayers being forced to pay for the CLCPA deserve a complete cost analysis and Albany leaders need to know how these costs impact their constituents and the future of economic development projects in New York State.
