Upstate United 2025 Advocacy Agenda

Today, Upstate United, a non-partisan organization representing businesses and trade organizations, released its 2025 Advocacy Agenda.

“This year’s agenda focuses on several pro-taxpayer and pro-economic growth policies, with one overarching theme that connects them all in one way or another: Affordability. Simply put, we cannot be a strong and competitive state without taking the necessary steps to make doing business, daily life, housing, healthcare, and energy more affordable,” said Justin Wilcox, executive director of Upstate United.

“We look forward to working alongside our partners in government to advance legislation that helps move New York forward while rejecting policy that deters progress.”

The agenda, which outlines the group’s collective topics of interest for the Legislative year, includes the following:

  • Making New York State More Affordable
  • Improving Taxation & Population in the Empire State
  • Energy
  • Reducing the Cost of Construction
  • Strengthening New York’s Workforce & Employment Opportunities
  • Enhancing Healthcare Choices for New Yorkers
  • Housing
  • Revitalizing Financial Sector Growth

In addition to identifying key items that the group supports, the agenda also points to specific proposals introduced by the Legislature that they support or oppose.
