Latest Data from the Department of Public Service Makes the Picture Clear: CLCPA Costs are Spiking

The following statement can be attributed to Justin Wilcox, Executive Director of Upstate United.

“Climate Leadership and Community Protection Act (CLCPA)-related charges in New Yorkers’ electric bills jumped sharply in 2023 and 2024, with several residential service areas seeing increases between 6.8–10.3%. The hardest hit, however, were industrial employers — with nearly every service area showing double-digit hikes in that customer class, some as high as 20% — adding $15,000 to $23,000 per month.

“These rapidly rising costs are unsustainable. They are squeezing families, crushing businesses, and making New York unaffordable and uncompetitive — especially in the very sectors, like AI and data centers, that are critical to future economic growth.

“Albany leaders don’t need to abandon climate goals, but they must amend the law so that any timelines and targets reflect the realities of affordability and competitiveness.”
