MEMORANDUM IN SUPPORT

Unshackle Upstate, a non-partisan, pro-taxpayer, pro-economic growth, education and advocacy coalition made up of business and trade organizations from all parts of Upstate New York, supports this legislation.

This bill would improve the process for evaluating the potential impact of proposed rules on jobs and economic opportunities. The current process, while useful, does not provide sufficient information on the quality of jobs that could be gained or lost by pursuing various policy choices, and does not guarantee that the most appropriate data and methodologies are used.

When state agencies develop rules and regulations, it is crucial that the potential impact on current jobs and future employment is thoroughly analyzed. Overly burdensome regulations can have a devastating impact on businesses, and economic development throughout the state.

Too often well-intended regulations are proposed but their potential negative economic impact is inadequately studied, documented or understood. New York’s regulatory environment can be toxic for existing or prospective businesses. This legislation will give more complete insight to economic impacts associated with new regulations and give state agencies better information to help them develop regulations that protect consumers without damaging the economy.

For these reasons, Unshackle Upstate supports this legislation.
