MEMORANDUM IN OPPOSITION
Unshackle Upstate, a non-partisan, pro-taxpayer, pro-economic growth, education and advocacy coalition made up of business and trade organizations from all parts of Upstate New York opposes legislation preventing an individual, business or association from continuing to charge membership fees during a state disaster emergency.
Throughout this current crisis, chambers of commerce, business and trade associations and other membership-based organizations have provided invaluable information, support, and guidance to their members. Despite disruption to their usual operations, leadership and staff at these organizations have increased their efforts to provide value and assistance.
Unfortunately, the broad nature of this legislation may capture these organizations, restricting their ability to raise dues at a time when they can least afford it. Further, this bill could subject these organizations to punitive civil penalties for simply seeking support for programming, advocacy, and other services.
Despite whatever the intention of this proposal may be, as written it will negatively impact the positive efforts of New York’s membership organizations. As these groups lead businesses and individuals through this crisis, they should be given support from state government, not obstacles. For these reasons Unshackle Upstate opposes the enactment of this legislation.
