Unshackle Upstate Statement Regarding State Budget Agreement

March 31st, 2019

“The enactment of a permanent 2% property tax cap is a massive win for hardworking taxpayers across New York State. We’ve been advocating for this measure for more than a decade and we’re grateful that Governor Cuomo and the members of the Legislature finally delivered on the promise to keep the cap for good.

Economic development efforts across the state dodged a devastating blow thanks to the exclusion of an expanded prevailing wage mandate. This costly measure would have dramatically increased the cost of construction resulting in less development and fewer jobs. We will continue to advocate with a broad collection of voices against this expanded mandate.

Unfortunately, included in the budget are several new onerous mandates and billions of dollars in new taxes, fees and assessments that will further burden business and taxpayers at a time when they can least afford it. Instead of providing New Yorkers with real tax relief, state leaders are committing $100 million for taxpayer-funded political campaigns. There’s nothing ‘fair’ about that.

While there were some notable victories, much more needs to be done to improve the state’s business climate and grow our economy. Albany is still considering several proposals – including a massive renewable energy mandate – that will cause more families to flee New York. Throughout the coming weeks of the legislative session, Unshackle Upstate will continue to fight back against anti-growth measures.”
